The following doesn't apply to master league, with no CP limit, so perfect IVs are always the best there. In PvP IVs start to matter cuz you are likely to run into otherwise identical mons as you're using. In gyms/raids, CP & type advantage matter way more than IVs, unless you're trying to raid with minimal raiders (solo a 3, duo a 5). Once you've got a handful of counters for the most common raids/gym defenders you can start to max out the best ones. Since there's a cooldown between charges, it's almost a guaranteed hit. The ball should land just as the charge ends, & the target should be whatever you set it as. Now wait for the charge animation, spin & throw when the animation is half way through. It will cycle again if you touch the ball.
